The Creative Industries Cluster of Vojvodina has adopted the “Code of Quality for Children’s Media Content.” This pioneering document establishes unified professional, ethical, and production standards for creating audiovisual and digital content tailored to the youngest audiences.
Grounded in the recognition that media content shapes a child’s perception of the world—which holds the full weight of reality for them—this Code was developed as a vital response from the professional community to digital saturation, cognitive overload, and the influx of developmentally misaligned programming children encounter daily. By placing the protection of children’s rights, safety, and well-being at the core of every creative process, the Code calls for comprehensive social responsibility across the media value chain—from creators and producers to broadcasters and digital platforms.
The Code is built upon nine ethical quality standards for children’s media production, bridging responsible storytelling and artistic excellence with current insights from developmental psychology, psychoacoustics, visual aesthetics, and international universal accessibility benchmarks:
Developmental Alignment Standard – Fostering an environment conducive to content comprehension and sustained attention without abrupt sensory shocks.
Linguistic Identity Standard – Affirming the mother tongue, the Cyrillic script, and the rich linguistic heritage of a multicultural community.
Narrative and Communication Standard – Nurturing empathy, trust, and constructive conflict resolution models for both internal and interpersonal challenges.
Audio Design Standard – Preserving natural acoustics, psychoacoustic harmony, and sensory calm for the child.
Visual Design Standard – Cultivating visual rhythm, warm color palettes, and spatial coherence free from visual aggression.
Interactivity and New Media Standard – Ensuring digital safety, protecting attention spans, and encouraging off-screen play.
Inclusion and Diversity Standard – Promoting equitable participation and co-creation rooted in the principle “Nothing about us without us.”
Universal Accessibility Standard – Providing sensory and functional accessibility while striving toward the highest AAA (Triple-A) level of the Web Content Accessibility Guidelines (WCAG), including subtitling, audio description, and sign language interpretation.
Expert Verification Standard – Fostering multidisciplinary collaboration between creators and specialists to safeguard the integrity of the child.
Through the adoption of this Code, the Creative Industries Cluster of Vojvodina establishes an enduring benchmark that aligns creative vision with full social responsibility, ensuring that the media landscape becomes a safe, nurturing, and dependable environment for every child to grow up in.
This document also serves as an open invitation to all creators, producers, broadcasters, and distributors to join forces in building a media environment that respects children’s integrity and upholds the highest production standards.
